At an extraordinary meeting on 25 May 2017, Basildon Borough Council resolved to cease operating a Leader and Cabinet form of governance and to operate a Committee System form of governance with effect from its Annual Meeting, also on 25 May.


At the Annual Meeting on 23 May 2019,  Council adopted the following committee structure to carry out its work and to make its decisions:
