Terms & Conditions - Bulky Waste Collection Service

Bulky waste terms and conditions 

  1. Definitions: 

  • "the customer" is defined as the resident or landlord or managing agent making a booking for a waste collection. 

  • "the council" is defined as the Basildon Borough Council (BBC) 

  1. By making a booking for a bulky waste collection, residents, landlords and managing agents are giving authorisation to BBC to collect corresponding items from their property.  

  2. The booked collection address must be a domestic property located within the boundaries of BBC. 

  3. Large or unwanted items are defined as household items that the customer cannot reuse or recycle (e.g. furniture) and that the customer cannot transport to the council's recycling centres. 

  4. White goods are electrical household items are defined as items that would not normally be accepted by retailers participating in the bring back schemes on GOV.UK

  5. The council will collect up to 5 bulky items per booked slot.  

  6. Bookings can be made online or via our contact centre.  

  7. The customer will receive an email confirming their booking. If an email address is not provided by the customer, they will not receive confirmation in writing. 

  8. Charges: 

  • £30 is charged for up to five items, to be paid in full at the point of making the booking. There is no reduction in the charge for booking fewer than five items for a collection. 

  • Charges must be paid by a debit or credit card only. We will not accept cash payments. 

  1. The customer may amend the items booked for collection up to 2 working days before the booked collection date online or via the contact centre. 

  2. The customer may cancel the booking up to 2 working days before the booked collection date, online or via the contact centre. In such instances, a full refund will be issued within 10 working days of the written request to cancel being approved by BBC. 

  3. Where indicated, the customer must bag or bound specific category small items together. No loose materials will be collected. One bag constitutes one booked item. 

  4. The council collects single items which can be handled and loaded on to the vehicle by no more than two workers. 

  5. The council does not collect the following

  6. Only items listed on the booking will be collected. 

  7. Residents, Landlords and Managing Agents must ensure that items booked for a bulky waste collection are kept separate from any other items on their property. BBC accepts no responsibility for the removal of non-waste items placed on or amongst bulky waste items awaiting a booked collection. 

  8. If items are removed from the property by the resident, landlord, managing agent or a third party prior to BBC undertaking the collection, there will be no refund issued. 

  9. The customer must place items for collection in their stated collection location by 7.30 am on the day the booked items are due to be picked up.  

  10. The bulky waste cannot be collected from within a house, flat, garage or shed etc. 

  11. The customer must ensure the items are accessible for removal in a location which ensures no risk of operatives damaging property in completing the collection. This includes items blocked in by vehicles, which may be damaged in the removal of the item. 

  12. If the customer has steps leading to their property from the public footpath, the items must be placed at the bottom of the steps, at pavement level. 

  13. Collections are operated Monday to Friday, between 7.30 am and 5.30 pm. Collections can take place any time during the day of the collection slot. 

  14. The council will take photos of the items before starting and after completing the collection for the purpose of documenting the outcome of the booking. Such photos will be a close up of the items presented. 

  15. The council assumes no responsibility for damage to the customer's property when making a collection. 

  16. You can report bulky waste collection problems from 4.00 pm on the day it was due and for 24hours after 

 Please report a problem if: 

  1. you receive an email indicating that the collection has been completed, but it has not. 

Missed collection can be reported via Where I Live or by phone.  Missed collections will not be processed where we informed you that; 

  • the item(s) presented were not as booked. 

  • the item(s) could not be found/seen at the collection point as defined by the customer 

  • the item(s) were too heavy for two people to safely lift  

  • the item(s) were not presented correctly 

  • the item(s) presented were contaminated and could cause a health hazard. 

  • the item(s) could not be collected due to abuse or threat towards the collecting officers. 

Resident data

The information provided by the resident will be held and processed by Basildon Borough Council. Information provided will be not be shared with other Council departments. Information will be held and disposed of in line with the Council's GDPR, Document Retention and Disposal Guidance. Any information that the Council has about a resident can be obtained by making a request in writing by using a Subject Access Request form.
