The Infrastructure, Growth and Development Committee approved the Basildon Housing and Economic Land Availability Assessment (HELAA) and Brownfield Land Register (BLR) Part 1 Methodology on 19 July 2017. The methodology updates the Council's previous HELAA Methodology March 2015 and includes the methodology to be used for the BLR. The updated Methodology reflects the Government's introduction of the Planning Practice Guidance and is informed by the National Planning Policy Framework (NPPF) March 2012
