Training Course - Housing Benefit Entitlement for Persons from Abroad

A one day introduction to understanding which state benefits a person from abroad is entitled to and the criteria a person from abroad must satisfy in order to receive housing benefit.

Course learning objectives

By the end of this course trainees will be able to...

  • Assist customers to submit a state benefit application for a person from abroad
  • Advise customers what happens next, after a person from abroad has submitted a benefit application
  • Understand the DWP Mandatory reconsideration procedure.

  • The definition of a European Economic Area (EEA) National
  • The "Right to Reside" test
  • The "Permanent Right to Reside"
  • The "Derivative Right to Reside"
  • The law and how it applies to a person from abroad
  • People from outside the UK who are entitled to claim Housing Benefit
  • The evidence which must be gathered when assessing Housing Benefit entitlement for a person from abroad
  • Genuine and Effective work, and why it is important
  • Worker's status and the retainment of worker's status
  • People from abroad and outside the European Economic Area
  • The Habitual Residency test.

Alex joined Basildon Council in 2013. After a short spell in customer services he was recruited into the council's revenues and benefits section, since when he has gone on to become an expert in revenues and benefits law and the Civica Open Revenues system. Alex is known for the ever approachable and patient manner in which he delivers informative, interactive courses which include 'hand's on' experience using the CIVICA system.
