IMPORTANT CHANGE; From March 2012, changes to national planning policy replaced the term 'Local Development Framework' (LDF) with the term 'Local Plan'. Any historic references to the LDF in our documentation should be now considered as if they read 'Local Plan'
Work started in December 2014 on a new Local Plan that will provide the planning framework for the future growth and development of the Basildon Borough area until 2034. The new Local Plan will identify land for housing, businesses, shops and leisure, as well as areas for protection, such as open space and sites important for wildlife.
At a meeting held on 18th October 2018, Full Council resolved that it would approve the Publication Draft Local Plan and the Basildon Borough Community Infrastructure Levy Preliminary Draft Charging Schedule 2018 for public consultation, following which it can be submitted to the Government.
The Revised Publication Local Plan and the CIL Preliminary Draft Charging Schedule were the subject of consultation from the 1 November until 17 December 2018. Consultation responses are now being processed.
Revised Publication Local Plan
All the representations received for the Revised Publication Local Plan will be collated and a Statement of Issues will be produced and submitted alongside the Revised Publication Local Plan and all supporting documents to the Government and sent to the Planning Inspector for consideration as part of the Examination in Public. It is the Council's aim to do this by the end of March 2019.

CIL's Preliminary Draft Charging Schedule (PDCS
The CIL's Preliminary Draft Charging Schedule (PDCS) document represents the first stage of public consultation on the proposed charges, which would apply borough wide. All the representations received will help inform a final CIL charging schedule which will also be subjected to a further consultation prior to examination and adoption.
Following the Strategic Planning and Infrastructure Committee meetings held to consider the matters agreed by the 7th of June 2018 motion, Full Council is now being asked to consider the Revised Publication Local Plan October 2018 (Council Version) for Publication and Submission in accordance with the Town and Country Planning (Local Planning) Regulation 2012 (as amended), and approve the CIL Preliminary Draft Charging Schedule for public consultation in line with Regulation 15 of the CIL Regulations 2010.

Strategic Planning and Infrastructure Committee meetings

An Extraordinary Meeting of the Council was held on Thursday 7th June 2018, in order to consider a Notice of Motion signed by 23 Members of the Council concerning the Publication Local Plan and the previous decisions the Council made in respects of the plan on 22nd March 2018.
The Notice of Motion was passed and the decision made by the Council on 22nd March to consult on the Local Plan, and to submit it to the Government, has been withdrawn and the Strategic Planning and Infrastructure Committee will be asked to look again at specific aspects of proposals in: South West Billericay, Noak Bridge, Ramsden Bellhouse, Hovefields & Honiley and Bowers Gifford & North Benfleet.

At a meeting held on 22nd March 2018, Full Council resolved that it would approve the Publication Draft Local Plan and the Basildon Borough Community Infrastructure Levy Preliminary Draft Charging Schedule 2018 for public consultation, following which it can be submitted to the Government. Details of the public consultation will be confirmed in due course. For consultation comments to be legally valid, they must be submitted when the consultation has opened. Consultation comments submitted beforehand will not be considered.

At its meeting of the 12 October 2017, the Council agreed a revised Local Development Scheme which sets out the programme for preparing the Basildon Borough Local Plan, with key decisions regarding publication and submission due to be taken in March 2018. In order to meet that deadline, it is necessary for the Infrastructure, Growth and Development Committee to consider various matters now, so that final evidence base work and statutory assessments can be undertaken on those policies and allocations likely to be included in the plan presented to this Committee and Council in March 2018.

The Draft Local Plan, its Sustainability Appraisal, Habitats Regulations Assessment and Service Impact Assessment were the subject of consultation from January and March 2016. A Statement of Consultation was approved by the Council's Cabinet on the 29 September 2016, setting out how Basildon Borough Council undertook the consultation. It also summarises the results of the consultation, identifying the key issues that arose. It sets out 52 key actions that could be taken to ensure that the next version of the Local Plan addresses those issues raised by consultees before the plan is finalised for submission to the Government.

As part of the consultation on the Draft Local Plan, representations were received from developers in relation to specific sites and alternative proposals, providing the opportunity to consider some alterations to the housing site allocations in the Local Plan, and consequently the distribution of development across the Borough.
On 29 September, the Council approved a further round of consultation on the New and Alternative sites, which ran for six weeks from 3 November to 15 December. 2016.
The evidence from this consultation, in addition to any comments received during the previous consultation, will be used to inform a revised final draft which will be considered by the Council for approval to submit to the Government for Independent Examination.
