Public Consultation - Houses in Multiple Occupation (HMO) Amenity Standards

Have your say - Local councils across Essex are proposing a revised set of Amenity Standards for Houses in Multiple Occupation (HMO) - typically bedsits and shared houses. If you are an HMO tenant, landlord or managing agent this is your chance to have your say.

Local councils are responsible for ensuring that the size of an HMO, and facilities it contains, are adequate and suitable for the number of people living in it.

The proposed revised HMO Amenity Standards will set the following standards for HMOs:

  • Minimum room sizes (in addition to the minimum legal prescribed standards)
  • Number of amenities, including;
    • kitchen facilities - size of kitchen, amount of work surfaces, number of power sockets, hob rings, ovens, grills, sinks, cupboards for food storage and fridge/freezers.
    • Bathrooms - baths, showers, separate WCs and wash hand basins
  • Space heating, power supply and electrical sockets, lighting and ventilation, hygiene in kitchens and bathrooms, clothes washing and drying, food storage, waste disposal and security.

Different standards are proposed for different types of HMOs including:

  • HMO with shared kitchen/dining/living
  • HMO with shared kitchen but without shared living space
  • HMO without shared facilities i.e traditional bedsits or studio flats including cooking facilities.

Who should take part in this public consultation?

The proposed new Amenity Standards for HMOs will affect:

  • Tenants living in HMO properties - typically bedsits and shared houses.
  • Landlords of HMO properties
  • Managing agents of HMO properties.

Anyone can take part in this public consultation but it should be of particular importance to:

  • Tenants living in HMO properties, who can have the opportunity to tell their local council what amenities and facilities are important to them.
  • Landlords and managing agents, who can have their say with regard to the required standards of amenities and facilities in an HMO property and/or restrictions on the number of persons that can be housed in an HMO property.

PLEASE NOTE: The online consultation form is hosted and managed by Colchester Borough Council which is a member of the Essex Housing Officer Group.

Your comments and feedback will be taken into consideration when the Essex Housing Officer Group prepares the final Essex HMO Amenities Standards document. It is expected that these standards will be applied to all HMOs and enforced where appropriate.
