Pet Shops - Licensing and Inspection

All pet shops in the Basildon Borough must be licensed by Basildon Council's Environmental Health Services. The definition of animal so far as the Pet Animals Act 1951 is concerned is "any vertebrate" which explains why fish are included and insects are excluded from pet shop licensing regulations.

We inspect pet shops regularly to ensure that animal health and welfare conditions are maintained to nationally accepted standards, which are incorporated in the licence conditions.

Please Note:- It is currently an offence to sell an animal to a child less than 16 years of age.

There has recently been much controversy over the interpretation of law so far as animal "fairs" and half day events are concerned. It is apparently not the intention of central government to prevent such events but rather to regulate them.

Until such time as the anticipated new legislation is enacted, we will continue to be guided by our legal advisers.

Although we cannot legally require it, we encourage shops to sell only captive-bred animals and not imported specimens, taken from the wild.

The sale of puppies and kittens from pet shops is discouraged although the law currently permits this.

The current fee for a pet shop licence can be found in pdf icon Basildon Council - Schedule of Fees and Charges 2017-2018 [499kb] . The fee must accompany your application. Please note that this fee is non-refundable if your application is rejected.


Please ensure that you have read the Standard Conditions above before submitting your application. In addition to these, you may need to contact Basildon Council's Planning Services to ascertain whether planning permission is required.

Online applications will be acknowledged by email. Provided your application is correctly made, we will aim to process it within 30 working days. If this is not possible, we will inform you and provide an explanation as to the reason. Tacit consent does not apply to this application because it is considered to be in the public interest for the local authority to process your application before it is granted. If you have not received a response by the end of the target completion period please contact us at the address above.
