Licence - Boarding Animals

Animal Welfare, Animal Boarding, Licensing & Inspection

The law on the boarding of animals as a business currently only relates to cats and dogs, not to any other type of pet. Anyone boarding cats or dogs for financial gain must be licensed by Basildon Council's Environmental Health Services.

We regularly inspect these licensed premises in company with the Council's veterinary officer. To ensure that the animals are cared for properly and that the proprietors are fit to look after animals.


Licensing of small-scale commercial animal boarding in a domestic home.

This is becoming increasingly popular with individuals boarding animals in their own homes. In recognition of this we have begun issuing domestic boarding licenses.

Please ensure you have read the standard conditions and guidance notes in the Related Downloads section before submitting your application. In addition to these please note:

  • You may need to contact  Basildon Council's Planning Department to ascertain whether planning permission will be required in respect of your application.
  • The law currently only provides for the boarding of dogs and cats to be licensed. The licence does not cover any other animals that you board such as rabbits, birds etc.
  • For initial applications, please include a short description of your daily routine when looking after the animals. For example, note down normal feeding and exercise times and times that you will not accept delivery or collection of animals and whether or not you collect and deliver as part of your business.
  • Possession of current Public Liability Insurance is a requirement and this must be for a sum assured of at least £1,000,000.

Your application will be acknowledged and, provided it is correctly made and all accompanying documents are supplied, we will aim to process it within 30 working days. If this is not possible, we will inform you and provide an explanation of the reason.

  • You may need to contact the Basildon Council's Planning Department  to ascertain whether planning permission will be required.
  • For initial applications, please include a plan of the premises with the dimensions of each individual kennel indicated.
  • The Environmental Protection Act 1990 requires that waste produced by a business must be properly disposed of by a registered carrier.

Online applications will be acknowledged by email. Provided your application is correctly made and all accompanying documents are supplied, we well aim to process it within 30 working days. If this is not possible, we will inform you and provide an explanation of the reason.

If your application is refused and you wish to appeal please contact us in the first instance. See contact details below. Any applicant who is refused a licence can appeal to their local Magistrates court.

Tacit consent does not apply to this application because it is considered to be in the public interest for the local authority to process your application before it is granted. If you have not received a response by the end of the target completion period please contact us at the address above.
