Changes to tenancies - new Tenancy Policy and Strategy

The new Tenancy Policy and the new Tenancy Strategy each incorporate changes to the way people will be awarded tenancies within the Basildon Borough.

Required by the Localism Act 2011

The Localism Act of Parliament 2011 required Basildon Council to introduce:

  • a new Tenancy Policy
  • a new Tenancy Strategy.

Following a public consultation exercise, Basildon Council has adopted a new Tenancy Policy and a new Tenancy Strategy, each of which came into effect from 1st April 2013.

Changes to the way people will be awarded new tenancies

The new Tenancy Policy and the new Tenancy Strategy each incorporate changes to the way people will be awarded tenancies within the Basildon Borough from 1st April 2013 onwards.

The most important changes to the way people will be awarded tenancies from 1st April 2013 onwards, are the introduction of:

Introductory tenancies

From 1st April 2013 the majority of council tenants will be introductory tenants for the first year of their tenancy.  New tenants who are transferring from another social or affordable home, whether with Basildon Council or another landlord will not normally be offered an introductory tenancy if they are a secure or assured tenant, or hold a flexible (fixed term) tenancy.

Flexible tenancies

Flexible tenancies will assist the council to make sure people are housed in the right type of accommodation for their needs and to help reduce overcrowding.

Existing and Sheltered housing tenants will not be affected

Existing tenants are not affected as the new Strategy and Policy will not affect any resident who has had a tenancy with Basildon Council since before 1st April 2013.  The new policy and strategy will not affect anyone who requires Sheltered housing after 1st April 2013.
