Housing Policy and Strategy

Basildon Council develops various policies and strategies to coordinate its housing work.

Housing policy directs Basildon Council's work in housing, including the work of Housing Services. Responsibility for housing related policy is shared between several departments of the Council, including Housing Services and Planning Policy and Regeneration.

The Council's housing policy work includes:

  • producing the Housing Strategy
  • producing the Housing Needs Survey
  • collating and completing various statistical returns for the Department of Communities and Local Government
  • contributing towards regional and sub regional work including the Thames Gateway South Essex Partnership
  • reviewing current policies and strategies
  • financial assistance to housing associations to provide new affordable and/or supported housing
  • assisting other housing departments with strategy and procedures
  • conducting tenant and leaseholder satisfaction surveys

Policy performs two major functions for Housing Services. These functions are;

  • Strategic: deciding how council housing services should develop the service over time, what concerns should be prioritised, what actions should be taken and how the service should measure its performance
  • Intelligence: collating statistical and non-statistical information so that needs can be identified, strategy can be effective, and the service can be monitored effectively
