Timetable and Consultation Standards

Local Development Scheme (LDS)

The Planning and Compulsory Purchase Act 2004 requires that all Local Planning Authorities publish and maintain a Local Development Scheme (LDS). The LDS's role is to set the timetable for preparing any documents of the Basildon Borough Local Plan. Progress towards meeting the timetable is monitored annually through the Annual Monitoring Report: Authority Monitoring Report  

The LDS must include information explaining when it is likely people can expect to get involved in a document's preparation process, including consultation stages and Examination in Public. 

Further details are set out in the Basildon Borough Local Development Scheme 2024-2026. The Local Development Scheme 2024-2026 has been prepared to reflect changes to the Local Plan work programme since the previous Local Development Scheme was adopted in 2022.

Statement of Community Involvement (SCI)

A Statement of Community Involvement (SCI) sets out how and when anyone with an interest in planning in the Borough can have their say on:

  • Applications for planning permission for development (planning applications);
  • Planning appeals (when planning permission is refused and the applicant appeals to the Secretary of State),
  • Planning enforcement; and
  • Preparation of Local Plans and other planning policy documents

The SCI formalises proposals for consulting the public on planning matters, and builds on the wider Planning Services' standard consultation practices.

The SCI: Third Revision - Consultation Draft was subject to a six week public consultation between August and September 2019. Following consultation, there were 87 summaries of issues in total, emerging from 19 contributing consultees. In addition, 4 targeted workshops were held with 3 community groups. Consequently, changes were made as appropriate, to inform the SCI: Third Revision. Basildon Borough Council further amended its SCI in June 2020 in response to the update on planning matters, as a result of the spread of the Coronavirus Disease (COVID-19).

The revision to the SCI follows changes to primary and secondary legislation and to build on the Council's wider consultation practices that will apply when delivering the Development Control, Enforcement and Planning Policy aspects of its Local Planning Authority functions.

At Full Council - 22 October 2020 (opens new window) Basildon Borough Council formally adopted the Statement of Community Involvement Third Revision, following approval by the Infrastructure and Inclusive Growth (IIG) Committee in January and June 2020.

As a result of changes to the council's consultation procedures, and in line with the Department for Levelling Up Housing and Communities (DLUHC) proposed Digital Planning Reforms, Basildon Council approved a revised version of the SCI in February 2023. Statement of Community Involvement (SCI) Addendum for the South Essex Plan

As part of the preparation of the South Essex Plan, a Statement of Community Involvement Addendum for the South Essex Plan (SCI Addendum) has been produced by the six LPAs in South Essex (Basildon, Brentwood, Castle Point, Rochford, Southend and Thurrock) together with Essex County Council. The SCI Addendum covers the South Essex Plan only, and establishes a consistent approach for public consultation and stakeholder engagement across South Essex.

At Full Council - 18 March 2021 (opens new window), the SCI Addendum was adopted by Basildon Council as a Local Development Document.
