Residential Parking Zones and Permits
The Basildon District has areas that are controlled resident parking zones. | |

There are controlled resident parking zones in Basildon (Ghyllgrove, Kingswood, Lee Chapel, Laindon, Barstable & Fryerns) and Wickford (Jersey Gardens & Elm Road). These zones are clearly signposted with accompanying ‘Limited Waiting’ road markings.

Proof must be provided that the vehicle is registered to an address within the zone. This proof can include the Registration Document or Insurance Certificate if it clearly identifies the vehicle and the address within the zone.
Residents’ Permits - Applications made in person
Applications in person can only be made at the Basildon Centre Cash Office.

Proof must be provided that the vehicle is registered to an address within the zone. This proof can include the Registration Document or Insurance Certificate if it clearly identifies the vehicle and the address within the zone.
New Vehicles
We will accept a copy of the sales invoice showing purchase of a new vehicle. This must be followed by a copy of the registration document once it is received.
The Council can issue a permit:
- When a registration document is presented which has been completed to show a change of owner and/or address. The address must be within one of the residents’ parking zones.
- When we are able to send the registration document to DVLA for amendment.
Failing this Visitors Permits should be used until the amended registration document can be presented to the Council to obtain a resident’s permit.
Permits will be issued to cover Company vehicles upon receipt of a letter from the company confirming that the resident has use of the vehicle.
A maximum of 3 annual resident parking permits can be held at any one address.
Conditions of use
Permits must be clearly displayed. If you have a valid permit and it is not clearly displayed, it is still considered a contravention. Permits are only valid for the zone printed on them. Please be aware that your permit will not be valid for use in any “X” zone unless it specifically says so as these are areas for selective parking only. (see below)
Residents are able to obtain Visitors Permits from the Cashiers at the Basildon Centre.
Each book of 10 permits currently costs £3.00 and a maximum of six books can be held at a residence at any one time. Once 6 books are held replacement books can only be obtained if the cover of the previous book is returned to the cashiers.
Initial application must be accompanied by proof of residency (Utility Bill, Rent Book etc).
Conditions of use and instructions regarding completion and display of Visitors Permits are clearly printed on the permits and must be fully complied with.
This includes:
- They are only to be used by genuine visitors only.
- The permits are scratch cards and require the date of visit and time of arrival to be scratched out on the card. You will also need to write the Vehicle registration number on the permit
- Alterations to any part of the permit will not be accepted and you must not scratch out more than one date or time. If you do the permit will be considered as invalid and a penalty issued.
- Permits are valid only for the Zone printed on the face of the permit.

VISTOR’S PERMITS ARE VALID FOR 4 HOURS ONLY FROM TIME OF ARRIVAL.
Any vehicle not clearly displaying a valid permit whilst parked during the restricted hours will receive a parking penalty.
Business permits are issued to genuine businesses that are involved in carrying out their business in resident’s homes. (Plumbers, Electricians, Hairdressers etc).
Permits currently cost £100 per year and are obtainable from Car Parking Operations Applications must be accompanied by proof of business and nature of the business.
Conditions of Use
- Permits must be clearly displayed whilst parked. If you do not display your permit it is an contravention even if a valid permit is held.
- Permits must only be used whilst carrying out legitimate business.

Carers’ Permits
Carers permits are issued to individuals or organisations that care for residents.
Permits currently cost £10 per year and are obtainable from Car Parking Operations Applications must be accompanied by evidence to demonstrate that the resident is in need of regular care.
Conditions of Use
- Permits must be clearly displayed whilst parked. If you do not display your permit it is a contravention even if a valid permit is held.
- Permits must only be used whilst caring for the resident.
- Please Note - Refunds are not give for unexpired permits
Basildon District Council maintains specified disabled bays in its major car parks and these should be used, wherever possible, by disabled badge holders.
- Parking within our car parks is currently free of charge for Disabled Badge holders, but limited to 3 hours only.
- Parking within our Resident Zones is unlimited provided the disabled badge is valid and is clearly and properly displayed.
- Residents who hold valid Disabled Badges may obtain Resident’s permits at the discounted rate of £10 per annum.
Conditions of use
- Disabled Badges must be clearly and properly displayed whilst parked. If you do not display your badge it is considered a contravention even if a valid badge is held.
- Disabled blue arrival time discs must also be clearly and properly displayed whilst parked. If you do not display your disabled blue arrival time disc it is considered a contravention even if a valid badge is held.
- Parking by a non-badge holder in designated disabled bays is a contravention. Valid Pay & Display tickets, Season Tickets or Permits do not entitle use of these bays.
These are designated zones within all other resident zones that are reserved for specific vehicles and residents will not be issued with “X” zone permits.
Pavements are for pedestrians. Cars parked on the pavement may force pedestrians to walk into the road, which can be very dangerous and cause accidents. This is most important for a wheelchair or pushchair user, or a partially sighted person.
Parking on the footways can also cause damage to kerbs, grass verges and pavement. Paving slabs can be dislodged which can cause pedestrians to trip.
Replacement permits
If, for any reason, your resident, carer or business permit has to be replaced a charge of £10 is payable.
