Basildon Council's Environmental Health Service licenses all dog breeders who breed puppies specifically for commercial gain. The District's dog breeding establishments are inspected in company with the Council's Veterinary Officer to ensure the welfare of the animals and the suitability of the keeper.
The law relating to dog breeding was never intended to penalise the “hobby” breeder who breeds show animals for competition.
The legislation does however set a “presumptive standard” which means that anyone who breeds five or more litters in any one 12 month period is considered to be a commercial breeder, regardless of any hobby motive, and therefore requires a licence.
Similarly, anyone who deliberately breeds for commercial sale needs to be licensed regardless of the quantity produced.
