As far as the existing legislation allows, Basildon Council will use these principles as a basis when carrying out its statutory obligations relating to animal health and welfare. Basildon Council also encourages everyone to respect the rights of all animals and to be guided by the same principles.


The existing laws relating to animal welfare are generally accepted by all concerned in their enforcement as being outdated and inadequate. It is expected that the proposed new Animal Welfare Bill, at present being prepared by the government, will be based on the Five Freedoms and remove the ambiguity currently present in the existing regulations.
