Planning Services - What is planning?

Planning is a government system, through which the growth and development of an area is approached in a systematic and controlled way.

On a statutory level, planning is principally governed by the Town & Country Planning Act 1990 External Site Icon and the Planning and Compulsory Purchase Act 2004.

Generally, most people come into contact with the planning system when they want to build a new home or wish to build an extension to their property.

But regardless of what is being built, as a general rule, all proposals for the development of land and buildings require planning permission from Basildon District Council.

By granting planning permission, the Council is able to ensure that buildings are built in the right places and also safeguard against the wrong type of development or uses occurring at specific sites in the District. See Planning Applications, Forms and Advice.

In addition, the Council seeks to enforce Planning Policy, through its Enforcement team. The team investigate alleged breaches of planning control such as unauthorised land or building uses and seeks to take action where necessary to remedy breaches that may cause negative impacts to the environment or to people living nearby. The Council also has the responsibility to plan for new development that the District should need, in the form of homes, offices, shops, factories and leisure facilities through its statutory Development Plan called The Local Development Framework (LDF) . This LDF will control future land use in the District and will contain details of local planning policy used to determine planning applications.

Planning aims to protect the natural environment and our countryside. It helps to ensure that planning decisions will not damage the environment for future generations.

Who is Involved?

For the Council to be able to anticipate and respond to changes in the physical and man-made environment, it needs the support from a number of other different agencies.

Together with these other agencies, the Council is able to make plans for the future and deal with current planning applications.

Whilst Basildon District Council is responsible for Development Control, Planning Enforcement and the preparation of the The Local Development Framework (LDF) , other agencies take responsibility for:
  1. National Planning Policy and Advice: Department for Communities and Local Government External Site Icon

  3. The Structure Plan, Minerals Plan and Waste Plan, as well as related planning applications:Essex County Council External Site Icon

Combined, these agencies operate the Planning System for England & Wales at national, regional and local levels.

A large number of other organisations are involved in the planning process through consultation & engagement with the Council.
